Does the GDPR think my organisation offers goods or services to EU citizens?

If your organisation offers goods or services in the EU or to EU citizens – even if no money or payment is involved (e.g. it’s free) then just offering it to them is sufficient to fall under the GDPR.

Even if your organisation is based outside the EEA e.g. in the USA, but offers goods or services via a website that collects any Personal Data of an EU resident, that organisation also falls within The GDPR regulation.
